When Lulu first bumped into Charlotte in Port Charles, she felt an immediate connection to the little girl, according to Soaps in Depth. She enlisted the help of her friend Maxie to investigate, and the two discovered that Claudette had only been a surrogate. Valentin eventually admitted to Lulu that Charlotte was their biological child but not before securing sole custody of her — much to Lulu's anger.
Charlotte did not bond with Lulu right away. In fact, she was mourning the recent death of Claudette, the woman she believed to be her mother, and wasn't interested in Lulu's attempts to build a relationship (via Soap Central).
She had also been living with Valentin and his new wife, Nina Reeves (Cynthia Watros), and had already formed a bond with her step-mom. Eventually, Lulu and Dante were able to get Charlotte to open up to them, and she began spending more time at their home with her little brother, Rocco.
So what does the future hold for Charlotte? She's had several parental figures in her short life so far, including Claudette, Nathan and Maxie, Griffin, Valentin and Nina, and Lulu and Dante — none of which were stable.
Now, Charlotte is in a coma, and Valentin has shipped her off to a fancy boarding school that will no doubt enhance her spoiled personality and send her back to Port Charles as an angsty teenager — not unlike her cousin, Spencer Cassadine (via Soap Opera Spy). Will the guidance of her maternal grandmother, Laura, be enough to save Charlotte from giving in to her dark Cassadine nature? We'll just have to wait and see.
